Default Should I pay $250 for Network Solutions SEO services?!?

Hello guys so I am really trying to optimize my website by having it well organized so it gets good SEO, should I hire network solutions to do this since I built my website through them? Or should I hire someone else to do it? What do you guys think? I tried adding a sitemap to networksolutions website builder and I guess I'm too much of a rookie to figure it out. Not only that when I put source on my website I can't see if I have keywords in the H1 tags and stuff. Me confused

Have someone else do it, $250 seems like alot of money especially when people on the WF offer services, (that will probably be better) at a far cheaper price.

I don't just want links though I want to make my website more efficient for SEO. I'm not even sure if my website header has the right keywords it should. I put page source on my website and I don't see <h1> which is where I was told to put alot of my keywords lol.
