In some ways, yes it is effective. But you have to make sure that the sites that you're going to use in link wheel must be well optimized.

Some people say spin an article, according to the previous discussions about that, there's no point in spinning, unless it's 30% different, and it's probably better to write an original article. Some sites with do follow links are Associated content, Ezine, Hubpages, Squidoo, Go articles, Triond, Blogger, Typepad, and maybe Factoidz, if you take the time to become a staff writer there. A link wheel has a link to your site, and a link to the next article, and must have quite a few sites in it. I write articles if you're interested.

Posting those articles on private blog networks would be better, you don't have to worry about your articles being marked as SPAM and taken down.

Unique articles are best, but spun 40% should be good enough. Pyramid style linkwheels have proven to be the most "juicy".

Link wheel is very effective but if you know how to do it properly. You need to have a proper planning and link wheel strategy then you can get good benefit from it. Otherwise you are just wasting your time and effort.

Link Pyramids... link magnets... link pushing... link-whatever... you can create your own strategy as long as you include high PR do-follow sites, and include real good link diversity (article links, web 2.0 sites, profile links, forum sig links, social bookmarks, press releases, blog comments)

Based on personal experience, yes they are effective. You just need to properly lay-out your linkwheel. Also, your linkwheel must not only revolve around web 2.0 blogs. You can also integrate article directories and press release sites if possible.
