Are the monthly searches numbers for the average per month, the most recent month, or the month with the highest searches? If the monthly search number is 500 but the keyword is only searched for in 3 months out of the whole year, does that mean in the 3 months combined, the keyword is searched for 6000 times?

It is the most recent month in the database which might be 1 or 2 months old. No--you cannot extrapolate an accurate annual total especially on a seasonal keyword. Try going to Google Insights to see the search trends over time.
