Default Hubspot On Meta Data, Hubspot says all meta data is useless for seo

Someone sent me an email with a Hubspot report, How to Spot Bad SEO Services. In the report, they write "... the major search engines don't pay attention to metadata anymore when calculating a page's ranking ... so while it's important to give each page a unique title that includes keywords, and to have a good, readable page description for human searchers, there's no value in an SEO firm stuffing keywords into your site's metadata."

I agree that keywords shouldn't be stuffed, but is it true that it doesn't matter at all if keywords are in the tags for SEO purposes?

Hubspot recommends H1, H2, and H3 tags ... it seems I've heard Jill say that those aren't important.

Does High Rankings have a different take on SEO than Hubspot?
