Default Would deleting incoming links to webpage lower PR?

More Links=Higher PR, in general. Thus Fewer Links=Lower PR.

Let's say you have a webpage that is showing up on Google, which you don't want to show up, say a bad forum post.

Rather than creating content to outrank it, why not kill it at the source by removing the links going into it, assuming that you can?
