When Does Google Update Rankings?

Does Google Update the rankings when it crawls a site or when it caches a site. Please respond only if you know what you're talking about.

In order for the site to be ranked, it must be cached. So first it gets crawled, then cached and placed in the index. From there, the rankings move up and down.

So do the rankings go up and down after google caches a site or after it crawls a site?
