According to limited personal experience, change backlinks with those high PR websites is a really good way to promote your rank on SERP.

Use the right KW's as anchor text in your links and optimise the on-page and internal linking for the KW's you want to rank for. Then build more links and add more quality optimised content.

Its more important that you find high PR websites to backlink to - these authoritative PR backlinks will push your website up the SERPS.
