The link of where the report came from is on the bottom of the page. It takes you to his blog where there are lots of things one can buy... but like you said... it is free. Remember it was written in 2006... so it may not be totally useful today...

You used to see a lot more pr6 and pr7 sites out there. It seems much more difficult to achieve these now, unless you are some big huge popular site that everyone naturally links to.

there is a lot of decent information in there......I might utalize some of the information in there to create an experiment. I've been brainstroming what to do with my YEAR off after I graduate school.......I'm starting to think creating a MASSIVE IM experiment wouldn't be a half bad idea. It'd require a lot of article writing/work....but....it could be very lucrative in the end. Imagine, I work a full year full time on this I'm bound to make a good chuck of residual income.........hmmmmmmmmmmmmmm *ponders*

the document is super unprofesisonally designed and unprofessionally written which is a major turnoff + certain techniques are very much blackhat and can get you in huge trouble if you are new to SEO

some how it makes sense but instead of the 40 domains, I would prefer 40 web 2.0 sites with unique content, then I build links around those properties. But thanks for sharing

While there's some good advice, the general theory behind it is flawed. Its one of those "in a perfect world" scenarios, which it doesn't work that way. Want an easier way to a PR7 that doesn't require crazy hypothesis? Spend $1k-2k/mo on solid paid links for 6 months - 1 year. You'll get your PR7.

PageRank is google’s valuation of your website. Your pagerank comes pegged on a scale from 0 to 10.The higher your site ranks on that scale, the more valuable it is in Google’s eyes
If your site has less than a Pagerank 4, you're s nobody. Pagerank 5 means you're a rising hotshot.
Bottomline: websites of considerable persuasion and influence boast high pagerank.
