Panda Algorithm not ranking based on backlinks?

I was reading somewhere (and heard from some fellow warriors) that the new Panda update focuses more on unique content rather than the # of backlinks for the website to increase ranking. Anyone know any truth in this statement? Since I am changing the niche of my website, I was going to go around and build manual backlinks for the new articles that I am going to write but now I'm thinking that it won't really be worth it. Any suggestions?
