why is my image cpc so low?

I have made all my keywords the words that are at LEAST above $1 however I cannot increase my cpc amount. All I use is image ads because I have had zero luck with text. If anyone has ANY input at all I would appreciate it.

I think you better cover the clicks, CTR, CPC, and Page RPM before you get in trouble. I mean it's always better safe than sorry.
