Identify this backlink method and where to buy it

Hi guys.

I was doing research on a competitor in my niche and noticed they have a number of backlinks on sites like this: pinktoolboxes.com

I haven't seen this before but am curious about how effective it is and where I can buy some of these links for myself.

Just look around for anyone selling high PR backlinks on a network. That's all those are.
