When i see some SEO services I see they are quoting about Private Blog Network. In fact what is this private blog network? Also what the benefit of this Private Blog Network?

Private Blog Network can be anything owned by a group of people or by an SEO company where you can post by paying a particular amount or only a select group of people are permitted to post, there are some huge private blog networks which can give you necessary boost as far as SEO is concerned, that could be the missing link between a good SEO campaign and a average one.

@COBsolution thanks for the info. However Cant I build my personal blog network using huge amount of free blog services in internet. Such as I can create a big blog network using bloggers, multiply, wordpress etc.

Blog network can be either a network of websites where you can post content too or a network of websites where the owner add a backlink to your website with an anchor text of your choice. They are usually hosted on separate c class ip addresses so Google can not track the network. It is like each website is on its own island.
