Off page optimization is meaning getting backlink for your website. On page meaning you need to optimize your site including the header, keyword, meta, h1, h2 tag, etc to make your site SEO friendly.

I Think you should do some backlink exchange with other Travel Sites and you should write articles for Backlinks building.

Yep, try some article marketing, video marketing and link exchange. Also try to rank for some long tail keyword and write content with anchor text and post it on free blogging platforms like hubpages, blogger etc

In getting strong backlinks, it's also a good idea if you will diversify your link building campaign. In this way, you will have a good chance of getting strong backlinks.

Personally, I wouldn't suggest you to target what they called "strong backlinks" merely. Because in my observation, these kinds of links are so prone in spamming. Just work naturally, abide in Google webmaster Guidelines and you will definitely be in the right track.
