Pos 1-5 Any SEO Doing Pay for Performance?

There are many SEO's out there doing pay for performance guarantee for Google Page one ranking. Cost of course depends on keyword.

However it is confirmed that that position 6-10 gets a total of around 7 or 8 percent of click-thrus where positions 1-5 get around 45%. I've confirmed this as we have had keywords on page 3 or higher get ranked in position 6-10 and saw very little traffic increase.

Are there any reliable whitehat SEOs out there offering pay-for-performance arrangements for positions 1-5?
