If you're asking what Google values now as opposed to before, the answer is relevance and quality.

Quality, relevant content and quality relevant backlinks. In other words, sites that provide value get rewarded, uninformative, thin sites get spanked like a bad baby.

Good advice by @vtotheyouknow

If I were to throw in my 2 cents for other factors which I think will become more valuable in time I would say:
1. Social indicators (Tweets, FB likes/shares, +1's, etc.)
2. Page load speed
3. Bounce rates

I have always found Google Webmaster tools to be a strong indicator as to what Google sees as important. They wouldn't be offering such related data within its UI if it wasn't something they wanted webmasters to use and improve on.

As we all know that google panda is nothing but the updated version of google algorithm. And in January 2011 it updated again. As per which it consider the quality first. For any site reputation , it consider the quality information on site, site inbound links , bounce rates , and more. But the main thing in quality data on your site.

yes, that is the point.
after the Google panda, lots of copy sits was dropped.
in a word,
Google Panda tells us if you want to have a good SERP, quality of your site is the most important thing. i think we all know what quality is. it's original, related, informational,etc.

The new version of the Google especially after Panda is that of relevance high quality content (which is original, fresh and unique) and quality backlinks from high PR sites instead of the usual standard links from submission diretories, bookmarks and article submissions. Any site that has content copied from somewhere else or has a large number of spammy looking links is punished and the rankings of such sites decreases at a tremendous rate
