Where Do I Find SEO's Who Want To Be My Outsource?

I need a good seo company that will work for me.

They must be able to provide all aspects of seo. Both onsite & offsite.

All of my clients expect customized solutions, that is how we have broken into the market. Generally speaking i will be providing all specifications for the projects, i will provide access to all of the sites and depending on the nature of the project i may provide the keywords or i may ask the seo to do that.

The seo needs to be flexible, have a response time of 24hrs within the working week and provide affordable rates with a loyalty program.

Can someone help me out, where do i find someone like this?
