In a nutshell I would state that it is quality content and a diverse source of inbound links. Page titles still come in as the most important onpage SEO factor and targeted anchor text within inbound links are vital for increasing the relevancy of off-page SEO impact.

1. Good quality unique articles.

2. High quality backlinks.

I believe is quality of your content.
I once build a very nice site and it was crawled before i could even start building links. Had PR2 and since then kept climbing.

quality content with around 20% keywords in a 500 word article .. Make sure Internal Linking of web pages is good...
Try to have a link to a outside page like wikipedia or to any other authority site.
Make it easy to navigate and user friendly.
After that do On page seo and try to lower down your alexa a little bit..
Then start with off page seo. :-)
All the best!
