Backlink Help......Recommendations and suggestions

I built some content pages in a client's website that are based on one specific keyword. The client would like to enhance the organic rankings of these content pages. I have a couple questions about backlinks...

1. For an internal keyword focused content page, how many backlinks should point to this to boost its rankings and should they be of a certain kind?

2. I need to make sure the backlinks I use do not have a negative affect on the site over time. Does anyone have any recommendations of packages or services to use that are legit and will not have negative side affects?

1. You need lots of them, and continuously get banlinks on a regular basis, it means it is endless. 2 . Link your site on related sites.

Thanks. That seems to be what most everyone is saying. It also looks like there are some common things people are doing like linking from directories, blog posts, article writing, social bookmarking, etc. It seems like the difference maker is getting links from related sites. Thanks for your reply!
