How to make site rank again after punished by Google?

Noticed one of my rivals' site was punished by Google a couple weeks ago. Checked by all means and pretty sure that site was punished by Google, but I found the site ranks on Google again when I place the site name in the Google search box yesterday. How it could be? Many keywords which ranked hight on SERPs before the punishment also come back again. So, how does this happen? Are they have some deals with Google or someone do inside job for my rival over Google? It's rumored one employee of this rival was working for Google for a while.

I lol'ed, where did you hear that rumor? It was just normal Google dance I guess. Did you check if the site was de-indexed?

When you build back-links too fast then this happens. It calls Google dance, actually Google choose and decide the new place to rank your site, that's why it happens. Hope you understand now.

Heard you can apply Google release your site once get punishment, and the site would be ranked again after long time manual hard work. BUT in the case of my rival's site, the punishment didn't last for one month. It's possible to rank again in such a short period by manual work, isn't it?

I'm pretty sure one of their employee(actually he is a senior manager now) once worked for Google, and so many people in our niche believed my rival had a deal with Google, at least with someone inside over there. Yes, one hundred percent sure that their site was de-indexed because I watch my rivals's ranks everyday, and I also noticed their traffic dropped over 15% in that period.
