Default And I'm paying for "Other Search Terms" why?

Can someone explain the significance of "Other Search Terms" from the Keyword Report? I've called this out before but again, it is deeply frustrating why I'm paying for keywords that I don't even have access to the query. And don't mention that I should go with Exact Match. I do, but in my case, phrase and broad (modified) are much more profitable.

Why ask a question if you are only going to dictate what answers you want? The answer is easy. If you are bidding on broad-match terms, that is what you are going to get.

I've used AdWords extensively and almost always go with exact-match and only sometimes go with phrase-match for exactly this reason.

Look up "negative keywords" and enter your list.
For Ecommerce adwords accounts I manage. I start with some broad matches. And every week or two I export my list of hundreds (or thousands) of keywords that got impressions or clicks, and if they haven't converted, I add them to the negative list OR I remove the broad match and set up exact matches for the words that have converted.

I have saved new clients TENS of thousands of dollars per month by applying this approach alone.

Yes, obviously this can be an effective strategy. However, my question is, what determines whether a Search Term is eligible to be displayed? What determines whether the Search Term will end up in the "Other Search Terms". All the Search Terms in my report appear to be relevant and targeted but why am I paying for clicks that I can't see!?
