Hi, I want help local and not local business with there websites, i would like to help them get higher page rank and get them noticed. What is the best way to go about doing this, i'm not a complete newbie but i need help please.

how much to charge?
how to get clients?
what software to use?( if i need it)
a checklist?

Sounds like you need a lot of help. From what I can understand, I think you're trying to say to get higher rankings in SE and not higher page rank.

If that's the case, then I can try to answer your questions.

How much to charge? - Ask them what kind of marketing budget they have. Sometimes you can be pleasantly surprised with what they're willing to spend.

How to get clients - There are several ways. Best and most effective is cold calling.

What software to use - This is a really broad question. There are a lot of different SEO softwares out there. It just depends on what you're comfortable with using.

A checklist - I advice to grab a few top SEO courses right on here and study up as the list can be quite long as SEO is a very big topic.
