Cost little to increse PR and Rank

I'm just starting a SEO and know little about it. I have a website to be working on, try to let our products and webiste appear on the first page, luckly, the competition is not so tense. I know some simple method, but help little. Could anyone give me more advice and sources which is free or cost a little.

not being funny but there are so many opinions on SEO, there are few people that I actually trust. Why not get SEO for dummies and learn on site and on page seo first, then worry about opinions on off page seo.On page seo can help a lot and its important to get that right first.
