Default Is this Google formula valid?

I just read that Google has this as part of their linking formula. To preface, every page rank increase of 1 is 5 times more than the page rank below that. So a page rank of 0 = 1, p.r. 1 = 5, p.r. 2 = 25, etc. The formula went as follows. Page rank/outbound links of the page - 15% = value given to you in the link to your page. Thus a page rank 2 with 5 outbound links counting yours would give you 4.25 value, thus taking your page rank 0 site to a page rank 1 site because you would now have 5.25 value, putting you in the p.r. 1 category above.

That's just what I read. It may sound confusing, but I understand it being in SEO for about 9 months now. I don't know what the 15% is though, yet I still understand how to calculate it. If it is true, then it confirms that the most important thing to look at despite page rank of page, is the outbound links. The less the better for you and why forum posting with sigs takes so long because you're getting little link juice each time if it's a heavy posted forum with a lot of sigs. What say you guys? Is this formula possibly true?

Google has said they change their algorithm around 2 times per day. I would not count on it...
