Default checking backlinks

When I look for the competition of a keyword, I need to look at my competitiors backlinks.

Do I check the backlinks for the page with the "keyword" on it or do I check the overall websites backlinks?

What if it is a low competition keyword, and a website has a good pagerank and is ranked #1 for a specific keyword but they don't have very good on page SEO and they never really actually "targeted" that specific keyword but they still ended up #1 for it. Is this stiff competition? Like I said, they don't appear to be targeting that specific keyword they just simply got the #1 spot because there is really no competition for this keyword and they have "relevant" keywords in their article.

You just need to check the backlinks of the competitors whose website are ranked higher on Google for that specific pages although its not bad idea to check the all its things like on page, many other features why the website is ranked well i mean like old age domain, keyword rich domain etc.

Do both. You can also try to search for that keyword and only check results those top 10 sites backlinks. Knowing your competitor is also important. In this way, you are aware where to or be guided accordingly.

Since its about spying your competitor... I would advise you to check your competitor's backlinks to the keywords and to the entire site... Along with that, you should see other SEO strategies.

You must use some competition spying tool like 'Keyword Country'... The best feature of this tool is it alerts you every time when competitor introduces new keyword in his campaign.

When it comes to competition research, it is worth getting as much data as you can. You should look at the in-depth backlink profile of your competition to get an understanding of their link building tactics, to figure out what links in particular make them strong. Definitely, look at all backlinks you can find.

Well, it's hard to say anything without the exact keyword and the URL. Whether it's stiff competition or not, depends on a particular website. It is probably an old and trusted domain with links from high PR websites. But it should be good news they seem not to target your keywords.

So even if it is a reputable website and they are ranked in the number 1 spot in google for the keyword im targeting, but they don't have any On page SEO for that keyword im targeting, this is a good thing?

Let's say "for example" the keyword im targeting is "how to get college grants". There is a website that is ranked #1 in google SERPS when I search that keyword, but they don't appear to have ANY onpage seo for the exact keyword "how to get college grants", BUT, there website appears to be a pretty well established website with 900 backlinks to the MAIN site. But there are 0 backlinks to the page that is ranked #1 for "how to get college grants". But like I said, they weren't actually targeting that exact keyword they just happen to be in the number #1 spot.

Granted they have a lot of backlinks to their main website, would I still be able to outrank their page that has 0 backlinks but is ranked in the #1 spot for "how to get college grants" and also has no SEO on that page?

I know this may sound confusing, but bare with me please. I don't know how else to explain this. I wish that I was able to talk with someone in person and ask these questions it would be much easier lol. I appreciate all of the help from you guys

Yes, you can outrank that site. Positive thing for you is that your competitor is not targeting that keyword... So you can simply work on the link building process for your webpage. You should also consider social networking sites for your page promotion as search engines giving them lot of weightage.... so do twitter and FB promotion.
