Arrow PPC Campaign HCG weight Loss

The term HCG has recently been banned from Google Adwords and all campaigns running promoting the product are being suspended. But how is it possible that when you perform a search for the term hcg ( ex: hcg diet, hcg diet injections) you can still see running ads promoting the product.

I have created an Adgroup which contains keywords related to hcg - the adgroup contains multiple ads with different ad copy

The ads including HCG in the adcopy are disaproved

Ads using keyword insertion - are approved and run but do not fully show the keyword

Ex: Ad headline {KeyWord:Weight Loss Diet}
Keyword: HCG Diet

When the ad is triggered only the Diet portion of the keyword is inserted and excludes HCG - How can this happen? Other advertisers are able to include HCG in the headline and body of the ad.

Any ideas?
