it's against the rules to put
adsense block in the sidebar and write in the top of that like that ? :
"you maybee be intereseted in .... "

Its against Adsense TOS to try to get people to click on their adsense ads by placing HEY CLICK ON THIS AD, or any other type of supporting text

Its considered somewhat scammy, trying to artificially increase your CTR

Just put the ad block where you want, leave it to Adsense or the The text of the Ad itself to enourage someone to click on it

Adsense does not want people thinking up all kinds of Wow this is a really good deal, Check it out...........type of text above their adsense ads.........in order to get people to click on the ads and artificially increase their CTR

do you blame them?
Let the Adsense ads either get clicked on or not , let them sink or swim on their own
that way Google will leave you alone, and they cant accuse you of trying to game the system

yes..it is against the rules as google strictly prohibits "directing people towards links"

you should not keep any type of text encouraging visitors to click on adds....
