Default AdWords Campaign Structure for Lead Gen (Tough Question)

When you set up an AdWords account and are selling products like, say, Sporting Goods, its easy to say one would have (for example) 10 Campaigns with Shoes, Tennis, Baseball, etc. And then AdGroups with Tennis Shoes, Used Shoes & Baseballs, Baseball Bats, etc.

What if you are setting up an account for something like Refinance, or Debt Settlement to generate leads? How would one decide how to set the account up on the Campaign level, specifically?

My issue is in that usually when I have done this before, I have had an obvious choice for what Campaigns and AdGroups to choose. Where now, because the campaign itself is so focused, Im finding it hard to determine what to use for the Campaigns. It seems like the logical choice are things like 'Competitive Keywords' and 'Non-Competitive' at the Campaign level and then HELOCs, FHA, VA, etc. at the AdGroup level.

Thoughts?

Update: What about placing different landing pages in each of the Campaigns? Have 4-6 different Campaigns and have them each be one specific landing page?
