In the last week or so I have manually posted my link on about 30 pr 5-pr9 PAGES not domains but actual pages I was expecting to jump from page 3 to top of page 2 or even page 1 but it has dropped 3 spots... What gives?

Very likely is the Google dance... wait another 5-7 days and check back. I would also consider throwing in some EDU links to add more authority.

Did you use relevant anchor text or not?
How many outbound links did they have? If they were spammed to death, despite what a lot of people say, the actual credit you get from them is not very good.
And on top of all that, the competition in front of you matters. If they are highly optimized 'strong' pages, these 30 links may not give you the push you expect it to give ... makes sense right?

Only high PR sites is not helpful for the ranking in Google Index, but also that side should be relevant to your site, otherwise back links from .edu, will be helpful. just check all the site are relevant are not.

Sometimes Google takes time to count back links. So, wait for some time and see the results

High pr links are of 2 types to my knowledge.

1: homepage backlinks (the contextual type with lots of Google love)
2: and comment backlinks (the spammy type that may get you in trouble)

Homepage backlinks are far war the strongest backlink you will ever get especially if it's coming from a relevant content from high pr site like 4 and above. It gives almost immediate results in a matter of 3 days and above unlike comment backlinks (no matter how special, I don't use them).

With laser targeted homepage backlinks, you will hit #1 over and over again for even fairly and highly competitive backlinks.

Though, the problem with homepage backlinks is that 80% of the providers run their services as rental programs on monthly basis but hey, if you are making enough money from the site, you can as well keep paying the guy that keeps you at that position that makes you money, right?

Three things.

First, it has only been a week. Relax. The search engines probably haven't found half of them yet.

Second, it's only 30 links.

Third, most PR 5-9 pages that allow you to leave liinks are nofollow. I still think they are valuable, but they have a diminished ranking value.

Oh, and one other thing. Stop chasing .edu and .gov links. That is a waste of time. They do not carry any special linking power.
