Google Places Expert Needed for Help

So I have a prospect that is currently showing up for multiple towns in the surrounding area for his maps listing. However, there is one town that he is not on the map for at all but his competitors from the same town as he is in are showing up. He beats everyone else for his home town and most other towns, but is no where to be found for the other town.

The town that he would like to target is next door to the other towns that he dominates.

So my question is how can I target that one town in his listing? Should we make tweaks to his actually website or just to his places page? Any help on this subject would be nice.
