Are some web site designers using a new trick when they name a sub-folder 'tag' and have the html files in it that have keyword hyphenated file names, like ...com/tag/cheap-cell-phones.html ? I have seen it twice recently. Do they have reason to believe that it helps SEO?

It's nothing special. It's pretty much just a way to put your keywords on the page.

It's nothing just tags for build some keyword density. It's mostly used by word press users.
