Default Is "avg. pv/v" for keywords indicative of website interaction?

I have a list of keywords and their corresponding "avg. pv/ v", which ranges from 1 to 30. The higher the number, the more pages that visitors viewed from the site as a result of searching that keyword?

If I have an adwords campaign and its keywords are getting low avg. pv/ v, that means that I should change the landing page, to make it interesting, so that they browse other pages of the site, right?

Just making sure.
