Default Question for Market Samurai Keyword Research gurus

Working on keywords for a real estate company in a small town. Two keywords:

Real Estate Eldon MO (18% PBR)
Eldon MO Real Estate (11% PBR)

The phrase "Real Estate Eldon MO" is very hard to include in the content because it sounds awkward. Would you go ahead and optimize for the "Eldon Mo Real Estate" keyword even though it has a lower PBR? That way the title, description, and keyword density in content would all have the same theme?
Or would you put "Real Estate Eldon MO" in the title, and "Eldon MO Real Estate" everywhere else?

"Your eldon mo real estate specialists" or "specializing in the eldon mo real estate market" could be easily integrated into the site...
