Well its suggested never to go for and buy backlinks. But still if your requirement is to gain quick rankings in SERP'S go for and try to target website relevant to your niche along with having a high PR. One other thing to remember is that the place where the link of you website would be present after buying should seem as natural as possible to search engine.

There are high PR backlink packages you can buy and can be effective. However, be prepared to pay a monthly subscription fee and once you canceled, all your links would be gone and back to the low rankings you go.

High PR package is link trading again... Either get backlinks for your website yourself or hire an SEO consultant.

Never ever go for link packages, such backlinks are not permanent and you will lose your such backlinks once you run out of your money.
