Unique Keywords on large website

Hey Warriors,

I have been trying to think of the best way to have unique keywords on every page of a website if there are 10,000+ pages?

Say I have 8-10 really important keywords, do I keep say the top 3 (that i'm currently not ranking well for) in every page, and try to come up with about 20-30 more terms and just use a randomiser to come up with different combinations?

Hope this doesn't sound stupid.
