I am curious to know what this means in actual practice. I don't do advertising on the Search page but I have tried a little on The Content Network with banner ads. My understanding is that they don't get any quality score.

Quality scores only affect ads on the search network. The content network is not bond to the quality score requirement. It is still a good idea to create you ad and landing page to get as high a score as possible to make sure it is a good experience for your visitor.
