Which Keywords For My 1st PPC Campaign

I have a small web design business in South Africa. I am about to run my first Adwords PPC campaign (using a Google adwords voucher

My 1st campaign will be focused on a limited time special offer where I am offering 3 page wordpress websites for R97 (about $9) it will also include a free domain. The point of the campaign is to get buyers who I later upsell my IM services to
Most Web design related keywords are massively competitive & expensive to bid on. I was wondering if any of you had suggestions as to which keyword(s) would be the best to use for this campaign.
Any advice would be greatly appreciated!
