Google Algo Updates: New Penalities To Be Imposed?

Hi guys! I'm sure we are all aware of the latest algorithm update that Google has made.

My question is: does Google also updating its penalties? Or creating new penalties for those who will not comply to their quality guidelines?

If they are updating their algorithm, why didn't they released new guidelines?

Most of the "penalties" are simply algorithm updates altogether, not specific "penalties" per se.

For your second question, think about it for a minute, what benefit would they have of releasing their guidelines aside from what they already have?

By releasing that information they'd essentially be telling people what to do/not do, thus making it even harder for them to stay ahead of the game and keep the best/most relevant stuff at the top of their search results.
