This question has been circulating the internet each and every day. There's no such thing as a surefire way of building backlinks. There are several factors that govern on how and why we do backlinking.

After recent Google updates, your best bet is to build all types of links for a more 'natural' look. Articles, web2.0, Angela & Paul, bookmarks etc.
If you keep building only one type of links, chances are you will get hit by Google penalty, especially if those are spammy looking links.

There is no single best way to build backlinks. You have to try several backlinking techniques in order to maximize the use of each and every backlink..

From my experience the best fastes rankings came from networks like ALN, AR or BMR. Sent your spund artilces there to get ip diversity and valuable backlinks.

Then diversify your backlinks a bit. Bookmark your posts and sites to famous bookmarking sites like digg, jumptags and mixx. Sent your original articles to article directories like ezinearticles and goarticles. Get your RSS feeds and sent them to RSS directories like feedage, feedag and icerocket. Do some High PR blog commenting, do not do the spammy way. Do the same with High Pr profile links and maybe if it is worthwhile post on these forums. Create free blogs with blogger, squidoo, tumblr and wordpress etc to create sites related to your content.

Try to get some backlinks on edu and gov domains, these are still very powerful. And do not forget to ping your created backlinks with pingfarm and create RSS feeds out of these sites with html2rss and sent them to the directories (and ping these feeds too!). Now grab your best backlinks (high pr) and backlink your backlinks with blog commenting (try automated stuff here).

Okay, as you can see there are a lot of possibilities to do backlinking. The key is quality backlinking and quality content on your site to rank high. Just see what kind of resources you have and then plan your backlinking in a way that is doable for you.

Most popular quality link developing techniques include:
- Listing in niche directories
- Submitting your RSS feeds to feed directories
- Submitting your website to social bookmarking sites
- Participating in social networking sites and related communities
- Posting on online forums and niche related communities
- Writing guest posts for related blogs to your niche.
- Writing emails to other bloggers/ website owners in your niche offering them to guest post
- Writing content that is deliberately designed to attract links towards it.

So long as it is done all organically, it should help.

There are many techniques we all know for getting the backlinks and those are directory submission , forum , articles , blog ,social bookmarking and more. But always try to get the quality backlinks for the site as those are more helpful for better result of the site. And for getting the quality backlinks one need to submit the post on high pr and quality sites and with providing the best content.

Usually I give comments on blogs. They are from .gov, .edu, .org sites. It's very effective for our websites.
