Default page rank?

What is considered too high of a page rank to out rank or too old, in reference to beating the top 3 in google?

There are a lot of determinant factor such as the number of quality back links, age of site (normally PR 5 and higher are tough to beat), and the number of anchor text.

Although PR by itself is nothing, and doesn't 100% guarantee high ranking without the other factors put together.

For assigning the pagerank , google has decided some algorithm. According to which each web page of the site has been assigned the value as per content holding , backlinks , conversion rate , bounce rate and others. And then by calculating all the pages values together , the overall site page rank decide.
And provide the meaningful and unique content and getting quality backlinks and choice of the right keywords will be helpful to get the top position and to beat others.

I don't mind what my PR is because Google loves content that's why I'm focusing on it. And I don't think that PR will help you rank your site.
