Adsense and Adsense backup ads

Hello,

I'm using Adsense to monetize my website and when checking for the ad requests/ad matched inside adsense reports it gives me near 51% which means that adsense is serving only 51% of my ad requests.
i can see that I can setup backup ads when creating ad units.. but does adsense penalize putting ad backups, like serving less ads (as there is a backup) or serving ads with lower CPC?
