does anyone still send paid ppc traffic to your site then get visitors to click on the adsense ads? i remember this used to be huge but not sure if it still is

No doubt it still happens. Though they won't be buying traffic via Adwords. And it's very likely that they'll get their entire adsense accounts banned, for life.

Some time ago I was doing arbitrage, but later on I don't know if I just lost my way on that, or it just stopped to work.

Big G loves it when your costs exceed your revenue. If it becomes vice-versa, you get banned for arbitrage.

I bet there are still people making money with this technique in some shape or form, maybe not with Adowords/Adsense, but with smaller engines that are more vulnerable.

AdWords is very very very very very strict on Arbitrage.
