Default Newbie question; Not target google ads -why?

Hy,

when I look at some pretty extensive websites/ blogs look at, for examplehere; xyzolar.com,

There also falls on me here, there's a page with the heading; health private label rights,
But google shows to this written content only totally inappropriate ads like; publish your ebook today, sensitive data, quick loan in 2 minutes ......

So everything that has absolutely nothing to do the written content.
How can that be? I think google scans the written content and then displayed appropriate ads ? If this is so, as in this example, need not be surprised if you become an lousy click rate and epc.

Is it because the website is too vague/ broad?
Or why is that?

If the website operator may be too lazy to filter those google ads?

If for example someone a website about dog, has categories of items(here with WordPress as; probably dog training, dog medicine, etc., then google almost show only display ads fit well too, not credit,sql database or whatever...

Or should google love showing inappropriate ads, because a falling and falling epc and ctr, google then also need not pay out you a lot ..... a rogue who thinks google is evil...

It is most likely that there are just no advertisers bidding on the keywords used for the page/site.

If there is no advertisers trying to sell anything to do with health niche PLR content and bidding on related keywords then there will be no ads to display so Google just basically throws what they can in there.

keyword research is always one of the most important factors when building a website, this is especially true when building Adsense websites as you need to make sure there will be targeted ads available to be shown on your site.

ah sure. For a keyword who has no adwords advertiser, than google can not shown targed ads?

But, whats it when I use theese low hanging fruit long terms, like product keys?
I have found, that theese long tail product keywords have very less advertisers, but an high cpc in google externel tool.

I thik theese are gold nuggets, the they are high targed, who brings an high conversion rate or an high ctr with adsense. But ist nothing, its lost my time and energy , so when google not showing targed ads.
So I will not profit off them?

Example; on worldvillage.com, an content rich site from experteer joel comm.There is a post about halloween fashion shoes, but google shows ads like; real estates, hotels and so on.Has nothing to too with this.

I wonder a little bit, that an experteer like joel comm, does not see this mistake?
To be avoid this, mus I paste a google section code in my posts?
