Moving a website

I'm moving a website to under a new domain. The content/pages are the same, only domain changes. I don't want to use 301 redirections. I just deleted this site from an old location and changes robots.txt etc.

DO I have to wait until there are no that old site in Google's index before I put those same pages to new location under the new domain because of duplicate content issue?
