New Adsense Application Process -Problem

With the new process you have to add adsense to your site and then google either accepts or declines your application.

I put up adsense and waited for a responce and basically nothing. That was over 4 weeks ago. The account is not for me but a friend.

Does anyone have any experience of applying under the new application process and can offer any advice ?

I don't know anything about this new process...but something sounds goofy here. How can you add adsense to your site before you have been approved into the adsense program??
