Default Local SEO - help! No onpage SEO, is it possible to rank well in the search engines?

I'm helping on a local optimization on a site for a couple of months now, and still the site is not ranking well for many of his keywords.

Unfortunately, I was not given access on the site's backend resulting for me not been able to work onpage optimization. It is very obvious that the site has a very poor onpage seo but I can't work on it.

I've tried my best to work on offpage optimization. I am pretty confident that I've done well in its google place page, I've been consistently building citations, publish videos, building links -( varying anchor texts and page urls) across the site, place page, and top citations.

It's a four page website, WELCOME PAGE with very minimal content - less than a hundred words. SERVICES PAGE - Few words, items of services. ABOUT ME PAGE - 150 word content., and a CONTACT PAGE - with a form.

I am suspecting that it can be something lacking onpage? Like the usual proper title tags, meta kws, meta dec etc. Also, I sincerely believe that it has something to do with the quality of content it has on the site.

Warriors, what would you do if you are in my situation? How to do SEO and have the sites rank well without onpage optimization?

The site is trying to target 6 local keywords, and its actually ranking within top 10 for one of those keywords that happen to be appearing on the page titles on the site.

Am I thinking right? or there is really a way to have a site rank well on local kws without onpage optimization? is it possible?

You can do all you can with the Off Page efforts but those alone are not enough to make sure that you rank well in Google. Google takes both the factors into account before ranking for a site and On Page is one of them. The proper process to optimize a site is to do the On Page first and then follow it up with the Off Page Efforts.
