Google, Facebook and Twitter dropped to PR9, what's the deal?

After the last PR update few days ago i noticed all those big 3 (which i believe used all to be PR10) have been dropped to 9.
Does anybody know what's the deal with that?

p.s.
there was one time before when twitter.com was dropped to 9 by mistake and then they fixed it.

There was a lot of speculation about this and many said that Google will fix it but I think this update is actually valid, if PR is based strictly on backlinks then maybe Google and Facebook deserve a 10, but if it is based on the true importance of a page, can those two be as important as say usa.gov (which is PR10)?

After the Panda Update, there are lots of websites who lost their ranking even big sites experience that change.
