Does it hard to get better rank that .gov domain?

I've found some keyword that top ten are all .gov. But all pages have very low backlinks, about 30. I've never compete .gov sites before.

It's certainly not impossible to break onto the first page but it could be difficult to get into the top 3. It depends on how authoratative your site is as well as the niche. There may be a reason all top 10 results are .gov.

I would research the strength of the non .gov sites which rank on page 2. That will give you a better indication of the work needed to break onto page 1.

It is certainly not impossible to outrank these website.
You just have to beat the quality of content these websites are publishing.

Also, get some powerful backlinks from authority websites.

Sometimes you're just not going to win. If the .gov is THE authority on the subject (think IRS and income tax) why in the world would you think Google would rank you higer?

There are some things just aren't going to happen, no matter how hard you try. Take the keyword Income Tax. irs .gov ranks 1, then 2 wikipedia pages, then all tax prep companies. How much do you think they're spending to rank #1 for that keyword.

They'll never beat the IRS for that keyword, and if they did Google would likely do something manually to cause an intervention. It kind of defeats their whole purpose...

It depends on your efforts and your website. if you have quality website, which contain great content then you can beat .gov sites. You need to create quality backlinks from authority websites.
