I've found some keyword that top ten are all .gov. But all pages have very low backlinks, about 30. I've never compete .gov sites before.

It's certainly not impossible to break onto the first page but it could be difficult to get into the top 3. It depends on how authoratative your site is as well as the niche. There may be a reason all top 10 results are .gov. I would research the strength of the non .gov sites which rank on page 2. That will give you a better indication of the work needed to break onto page 1. |

It is believed that Google consider .gov websites as official websites and highlight them on the top in search results. It is certainly not impossible to outrank these website. You just have to beat the quality of content these websites are publishing. Also, get some powerful backlinks from authority websites. |

What's the best way to go about beating a .gov site? My site is #3 and the #1 and #2 are .gov sites.

It depends on your efforts and your website. if you have quality website, which contain great content then you can beat .gov sites. You need to create quality backlinks from authority websites.
