Google Places New Address

I have a question about Google Places as one of the companies I work with is ranking very well with their place page for the county they work in but not for the main city as they don't have an address there. They have asked whether they should get a business address in the city as well and then create a separate place page for that office.

Has anyone had any experience of using additional addresses and different place pages?

Another of my clients has offices in two locations and I set up two different place pages for them even though they are in the same county and there was no problem but these are two operating addresses.

Ive never had issues with non operating addresses in places as long as I can receive the PIN in the mail there at least once. You are taking the chance of the places page being suspended though...
