Can adsense allow

In India Adsense change their Policy for approving new members.

They want 6 months old website to get approved. But if i purchase any expired domain and use it for approving then can Google allow me or not.

If anyone have solution then plz tell me.
can i get old domain names for $20 or low.

As a rough guess, just getting an expired domain won't help that much because they may check the age of the site from when the first page got indexed. So at least you need to wait six months from the start or buy an active site.

Try to find a cheap website at Flippa.com or in the complete websites for sale on this forum and use that to get your account approved.

If you want to spend no money than create one or more free blogs on blogger.com or other good free blogging sites and post your contents and apply for adsense after the required time by Google.
