New website but what things should i be adding to make it effective?

Ive dabbled a little over the years and have finally got my self a .co.uk and i am currently building it as we speak.
Its looking reasonably professional so far, ill put it up for reviewing soon when its done.

Now to the question
In the settings of the builder i have description and keywords
Does the description matter that much?, i have a basic one but should it be slim, expansive, detailed or what?
And in the sense does it help your site to be found etc?

Keywords i have tried to add the ones that relate to my software i make, but is there other things i should be adding in keywords to help maximize the sites potential?

And how best to popularize the site bearing in mind i have no money to use for it as i only work part time, and im trying to get my presence, website and software higher so i can make some sales and earn income that way.

Any thoughts?
